About Our Team

Our team is made up of several experienced professionals who are dedicated to providing exceptional service to our elected officials, fellow consultants, and more importantly, your residents.

Our Mission

We work closely with our client districts to understand their needs and provide tailored solutions that will exceed your expectations. From handling daily phone calls and emails from residents, vendors, and other consultants, to assisting with your engineering needs (GIS, Plan Reviews, Land Use, and Site Development Services), Blue Line is ready and able to increase your District's operational efficiency and get your projects done under budget and on time!

We proactively conduct inspections to mitigate damages and liability and help ensure your district infrastructure is being properly maintained. Quick resolution of important infrastructure issues such as potholes, dangerous sidewalks, faded lane striping, missing roadway signage and more can save you time and headaches down the road.

Meet Our Team

Greg Wilkerson

CEO

Our team is led by our CEO, Greg Wilkerson. He is an experienced general manager and police executive with over 30 years of law enforcement and municipal government service, and over 23 years in supervisory, command, and executive level positions. He holds a Bachelor of Science degree in Organizational Leadership from Mountain State University in Beckley, West Virginia and is a graduate of the FBI National Academy, 243rd Session, in Quantico, Virgina. Greg is a progressive and innovative leader with a demonstrated ability to lead, mentor, train and manage others. As a current resident of a Municipal Utility District, he understands the importance of meeting and exceeding the needs of residents and business owners in the district.

Jason Laumer, P.E.

Engineering Consultant

Mr. Laumer has 23 years of experience as a municipal services expert. A 2000 graduate of Texas A & M with a degree in Civil Engineering, Laumer served as a private engineering consultant working to help small cities before he joined the Town of Little Elm, Texas and eventually became the City Manager of Celina, Texas during the most important part of its growth and development. Jason is dedicated to the enhancement of cities through strategic growth and development. His extensive expertise encompasses the seamless management of intricate development projects, ranging from initial agreement negotiations to comprehensive implementation. Particularly noteworthy are his experience with special districts such as Public Improvement District (PID), Municipal Management Districts (MMD), Municipal Utility Districts (MUD), and Tax Increment Finance Zones (TIRZ), all can be essential for robust infrastructure enhancements needed for cities. In 2023 he joined Willdan to continue consulting with cities to help them with growth and development issues. Mr. Laumer’s comprehensive approach hinges on his ability to holistically assess development dynamics across multiple city departments, including planning, engineering, and the city manager's office. Throughout his distinguished career, Mr. Laumer has consistently fostered impactful growth while cultivating formidable partnerships. His accomplishments include spearheading substantial expansions in city staff and infrastructure, leading diverse municipal development endeavors, and innovating solutions that yield mutually beneficial outcomes for both public and private stakeholders. At the crux of his contribution is Mr. Laumer's pivotal role in shaping the strategic landscape of development for the cities and clients he has diligently served. His exceptional proficiency, driven by extensive municipal experience, ensures that he stands poised to provide invaluable guidance, profound insights, and transformative leadership to further augment the goals of this engagement.

Management Consultant & Project Manager

Rob Adams brings decades of experience as a water district board member, board president, and general manager of a large Water Control and Improvement District here in North Texas. Rob assists our clients with on-site inspections and visits to our client districts, meetings with engineers and other consultants, project management, and preparation of monthly general manager reports and attending monthly board meetings as necessary. As a homeowner in a Water Control and Improvement District, Rob understands the complexities involved with ensuring that special districts collaborate with taxpayers to find creative ways to provide adequate levels of service to residents and be good stewards of their monies.

Customer Service and Landscape Operations Manager

Prior to joining Blue Line, Sandra served in the healthcare and mortgage industries for many years. Her experience in these people-oriented and detailed fields allow her to effectively and efficiently communicate with your residents and consultants on daily issues and concerns. Sandra assists our client districts by manning phones, monitoring and responding to emails and incoming tickets in regards to resident issues or concerns. She interfaces daily with our client district's communications, engineering, landscaping, and water operator consultants to ensure resident's requests are handled in a timely manner. She is bilingual and is fluent in both English and Spanish. She is committed to delivering exceptional service to all of our clients and their constituents.

Field Operations & Maintenance

Matthaus proudly assists Blue Line by serving our clients in the field. He serves as a liaison between other district consultants and subcontractors and our CEO, GM, and Customer Service Management Teams. He responds to issues reported in the field and schedules and performs repairs as needed. He conducts routine inspections of district infrastructure such as ponds, tributaries, outfalls, inlets, roadways, fences, sidewalks, streets, signage, street lighting, etc. He works collaboratively with our landscapers, arborists, and pond maintenance contractors to ensure all outdoor areas are being maintained according to standards as set forth in contracts. He holds an Associates Degree in Applied Science and he is bilingual and fluent in both English and Spanish. He is committed to ensuring all of our contractors and teams deliver services to our clients that meet or exceed their expectations.

Customer Service and Administrative Assistant

Aldana proudly assists Blue Line by serving our clients in our office. She serves as a liaison between our clients, district residents, HOAs and other district consultants and subcontractors and our CEO, GM, and Customer Service Management Teams. She maintains our phone lines, emails, and customer service ticket systems and responds to issues reported by residents and schedules and repairs with our internal team or other contractors as necessary. She also serves as the administrative assistant to our Blue Line Team. She is currently attending college pursuing a degree in Nursing. She is bilingual and fluent in both English and Spanish. She is committed to ensuring all of our client's resident concerns and issues are handled as quickly and thoroughly as possible.

Courtney proudly assists Blue Line by serving our clients in our office and in the field. She serves as a liaison between our clients, district residents, HOAs and other district consultants and subcontractors and our CEO, GM, and Customer Service Management Teams. She maintains our phone lines, emails, and customer service ticket systems and responds to issues in the field to verify issues reported by residents and schedules repairs with our internal team or other contractors as necessary. She is a graduate of Texas A&M University with a BSN in Nursing. She is committed to ensuring all of our client's resident concerns and issues are handled as quickly and thoroughly as possible.
